Amid concerns over security risks to members of Congress, the Senate Sergeant at Arms has issued satellite phones to over 50 senators for emergency communication. This initiative is part of a series of new security measures implemented following the assault on the U.S. Capitol on January 6, 2021.

Satellite phone technology has been offered to all 100 senators, with at least 50 accepting the devices. Senate administrative staff recommends that senators keep their phones in close proximity during their travels.

The implementation of satellite communication aims to ensure a secure and redundant means of communication during disruptive events, as stated by Senate Sergeant at Arms Karen Gibson during her testimony before the Senate Appropriations Committee.

These satellite phones serve as a security backstop in the event of an emergency that disrupts regular communication in certain areas of the country. The federal funding will cover the satellite airtime required to utilize these phones.

The Department of Homeland Security recognizes satellite phones as a valuable tool for responding to and coordinating government services during man-made or natural disasters that compromise communication systems.

Additionally, the Senate Sergeant at Arms has established a demonstration space in the basement of the Russell Senate Office Building. Senate administrators have also offered “Stop the Bleed” training to equip staffers with the skills needed to respond to medical emergencies and assist victims of attacks.

Furthermore, House Sergeant at Arms William McFarland has reported robust participation in a program aimed at helping House members secure their home residences. House administrators are working in coordination with local police departments to protect members of Congress during events held in their home states and enhance security measures for their homes.

A spending bill passed in late 2022 provided additional funding for hometown security measures for Congress. The legislation required security administrators to enhance member protection, expand Dignitary Protection Division services, and increase the presence of Capitol Police in cities outside of Washington, D.C.

While the U.S. Capitol complex is safeguarded by nearly 2,000 Capitol Police employees, concerns about hometown security for members of Congress have been on the rise. Incidents such as the 2022 attack on the San Francisco home of former House Speaker Nancy Pelosi and the May 15 attack at the Fairfax, Virginia, office of Rep. Gerry Connolly have underscored the need for enhanced security measures.
